B2B Cross-Border
Seller in DE sells to buyer in FR. Buyer has valid FR VAT ID. Invoice is zero-rated (0% VAT). Buyer accounts for the VAT.
B2C Cross-Border
Seller in DE sells to consumer in FR. Seller charges French VAT (20%) — or German VAT depending on distance selling thresholds.
Domestic
Both seller and buyer in DE. Standard German VAT (19% or 7%). No reverse charge. Full VAT charged and remitted locally.

How does the VAT reverse charge work?
When an EU business sells to another EU business and the buyer provides a valid VAT ID, the invoice is zero-rated (0% VAT) with a reverse-charge note. The buyer accounts for the VAT. This is automatic in Atlas-EU.
